What First-Time Homebuyers Need to Know About Elevation Certificates & Base Flood Elevation

Buying your first home? If you’re considering a property in a flood-prone area, two terms you’ll likely come across are Base Flood Elevation (BFE) and Elevation Certificate (EC).
Understanding these can save you thousands of dollars on flood insurance and help you make a more informed decision when it's time to purcashe your home.
What is Base Flood Elevation (BFE)?
BFE is the height at which there’s a 1% chance of flooding in any given year (also called a “100-year flood”). If a home’s lowest floor is below the BFE, it’s at higher risk of flood damage and may require expensive flood insurance.
What is an Elevation Certificate
(EC)?
An Elevation Certificate is a document that shows your home’s elevation compared to the BFE. It’s prepared by a licensed surveyor and includes important details like:
✔️ Your home’s exact elevation
✔️ Flood zone designation
✔️ Risk of flood damage


Why Should You Care?
1️⃣ Insurance Costs: If your home sits above the BFE, you may qualify for lower flood insurance rates—or even waive the insurance requirement altogether!
2️⃣ Mortgage Requirements: If you’re financing a home in a high-risk flood zone (like AE or V), lenders will likely require flood insurance.
3️⃣ Resale Value: A home with a favorable EC (higher elevation) is easier to sell since future buyers will face lower insurance costs.
How to Use an Elevation Certificate to Your Advantage
Check if an EC already exists. Ask the seller or local records office.
Use it to negotiate insurance rates. If your home is well above BFE, you could save thousands annually!
Apply for a Letter of Map Amendment (LOMA). If your home is high enough, you might be able to remove the flood insurance requirement altogether.
